1- General conditions (requirements) for issuing a private pilot license/class of aircraft
1. Fill out the application form for issuing the license in clear writing and have it signed by the applicant for the license.
2. The applicant must have a valid student pilot license issued by the Authority.
3. The applicant must attach with his application a copy of the following:
A- The ID card, passport, or family card (if Yemeni) or passport (if Arab or foreign), and the age of the license applicant must not be less than (17 years).
B- A certificate of successful completion of theoretical study at the private pilot level issued by an accredited training center.
C- The result of successfully passing the written examinations during the period (24 months) preceding the date of submission of the application.
- The result of successfully passing the written exams is valid for a period of (24 months). The result is considered canceled or terminated if the period exceeds (24 months), and the written exams are repeated again by the Authority in accordance with the approved exam regulations and schedules.
D- The original practical test form signed by an accredited air inspector and stating that the license applicant successfully passed the practical and oral test during the (12 months) preceding the date of submitting the application. Note that the validity period of the practical test is (12 months) starting from the date of the test and ending at the end of the month. The practical test is considered canceled or terminated if the period exceeds (12 months) and is repeated again by a tester approved by the Authority.
E- The flight hours record of the license applicant, indicating the flight hours eligible for obtaining the license, which are no less than (35) flight hours from an accredited training center in the Republic of Yemen (of which (5) simulator flight hours can be counted) or (40) flight hours from Any other training center (5 hours can be performed, including a simulator flight), which includes (10) hours of solo flight, including (5) hours of solo flight across the country, including a flight of no less than (150 nautical miles), including a landing between two different airports, or (12) An hour of double flight under the supervision of a teacher. (And - a colored personal photo, size (2 x 3) with a blue background.
G- A receipt for the fees due in cash in the amount of (15,000) riyals.
H- A valid second-class medical evaluation certificate issued by a certified medical examiner:
Note (D-1): The validity period of the medical evaluation certificate is (60 months) starting from the date of the medical evaluation.
Note (D-2): When holders of a private pilot license exceed the age of (40) years, the period of validity of the medical evaluation must be reduced from (60 months) to (24 months).
Note (D-3): When holders of a private pilot license exceed the age of (50) years, the period of validity of the medical evaluation must be reduced from (24 months) to (12 months).
I- A language proficiency assessment certificate issued by an accredited body to conduct language proficiency tests in accordance with the requirements of the Civil Aviation Organization (ICAO), provided that the applicant achieves the fourth level.
(Operational level) as a minimum, provided that the evaluation is conducted in several stages according to the ability and competence of each person and in accordance with the following standards:
Note (D-1): Those who obtained the fourth level (operational level) will be re-evaluated linguistically every (3) years.
Those who obtained the fifth level (extended level) will be re-evaluated linguistically every (6) years.
- Those who have achieved the sixth level (knowledge level) will be exempted from any other language assessment.
4. Privileges of a private pilot license holder (aircraft category) and the conditions that must be observed when exercising these privileges:
A - Working, without compensation, as an aircraft pilot or co-pilot for a category of aircraft operating on non-recruitment flights.
B - Before exercising the privileges at night, the license holder must have dual education in night flying, including take-off, landing, and navigation on the aircraft category.
5. The period of validity of the leave (12 months) starting from the date of issuance of the leave and ending at the end of the month.
2-General conditions (requirements) for renewing the private pilot license/aircraft category
1. Submitting a request to renew the leave by the entity for which the license holder works or by the license holder.
2. Fill out the application form to renew the license in clear writing and have it signed by the license holder.
3. Holding a valid private pilot license issued by the Authority.
4. Validity of the medical evaluation certificate - second class, taking into account the following:
A- The validity period of the medical evaluation certificate is (60 months) starting from the date of the medical evaluation.
B- When holders of a private pilot license exceed the age of (40) years, the period of validity of the medical evaluation must be reduced from (60 months) to (24 months).
C - When holders of a private pilot license exceed the age of (50) years, the period of validity of the medical evaluation must be reduced from (24 months) to (12 months).
5. Pass the proficiency test and attach the original of the form proving this, signed by a certified air inspector.
6. In the event of the expiration of the leave - a request from the entity to which the license holder belongs and stamped with the official seal of that authority stating that he will not fly during the period of expiration of the validity of the leave and until the date of the renewal request.
7. A copy of the flight hours record of the renewal applicant, certified by the authority to which the license holder belongs and stamped with the official seal of that authority, indicating that five flight hours were carried out during the six months preceding the date of renewal. If the hours required for renewal are not completed, or if the proficiency test is not valid, the license will be renewed for the purpose of training, provided that the medical evaluation is effective and a request is submitted for that.
8. In the event of a flight after the expiration of the validity period of the leave, a “Flight with an Invalid Leave” form is issued to the Assistant Undersecretary of the Sector.
