." The Prime Minister delivered a speech on the occasion in which he stressed that CAMA under its leadership, administrative and technical staff proved during the aggression that they are better than some of the institutions that have abandoned their responsibilities during this critical period.

He also drew the attention to the nature of the national structure of this institution, which must be preserved by all, and for its staff, which has been formed over decades, expressing his thanks to the Minister of Transport- Brigade/Zakaria Al-Shami, the Ministry’s deputies, and the officials in CAMA for organizing the ceremony. He said: "Thank you, because in these moments, you are facing the aggression, standing steadfast in your positions, despite the problems you are facing, and we appreciate the Minister of Transport for his defense of his institutions and achievements, and we salute him for his courage and clarity, as he stood firmly with the homeland, with the resistance and was at the forefront."

In addition, he addressed the negative effects resulting from a lack of understanding regarding the institutional process on the activity of the institution and its stability; indicating that the institutions have their Laws, regulations and systems and therefore shall be preserved and their administrative cohesion through the preservation of the Law shall also be preserved. He referred to the assurances of the political leadership on the importance of preserving the Law, Constitution and the necessity to adhere to it by all. The Prime Minister stated that the long history of CAMA and its longstanding traditions that started since 1964 must be preserved and its historical and functional relationship with large international institutions specializing in this sector.

He added, "This institution has administrative, legal and procedural traditions that all the authorities must respect and also respecting the administrative and technical staff, which was formed by a great effort from CAMA and also from the leadership of the Ministry of Transport." He also said: "For nearly five years, we have been under aggression and blockadewhich its first mission was to target and close the airports, specifically Sana'a and HodeidahInternational Airports, as well as destroyedTaiz airport while controlling airports in the occupied governorates and subjecting them completely to its authority, not only that but even turned some of them into prisons."

He concluded his speech by congratulating everyone on this occasion, hoping that the next occasion will pass on December 7^th, 2020 whereas the country has been liberated, Sana'a airport and the rest of the airports have been reopened, and peace has been achieved throughout Yemen. He said: "The countries of aggression have no way out but peace, especially since the stubbornness, arrogance and oppressionhave proven their failure. And there is not in front of the aggression coalition any solution but to sit around the dialogue table with the capital Sana’a and not with the virtual capitals.

In the ceremony that was attended by the Ministers of Planning- Dr. Abdulaziz Al-Kumaim and Culture- Mr. Abdullah Al-Kibsi, Minister of the State- Ahmed Al-Qana’a, Ambassador/Mr. AbdulelahHajar and the Deputy of the Ministry of Transport for the Aviation Sector-Mr. Abdullah Al-Ansi, H.E. Minister of Transport- Brigade/ Zakaria Al-Shami indicated that the postponement of Yemen’s celebration of the International Day of Civil Aviation was a message of protest against the International Civil Aviation Organization and the international community for the defective silence towards the aggression that is taking place over Yemen's airports and the vital facilities in violation of international Laws and Covenants, in addition to the aggression, blockadeand systematic killing of the Yemeni people by the countries of aggression led by Saudi Arabia.

Meanwhile, he stressed that the aggression, from the firstglimpse, deliberately bombed Sana’a International Airport and other airports to get them out of readiness, including the equipment and navigational systems/aids for air traffic that provide services to international civil aviation. He explained that the steadfastness of the leadership and employees of CAMA had obstructedthe plans of the aggression by improving the performance of CAMA bypassing the difficult lines imposed by the aggression and they were able to restore the air navigation services and secure the airspace for the international civil aviation.

The Minister- Al-Shamipointed out to the importance of civil aviation and its role in serving the international community and CAMA in particular, as it voyagedthrough its FIRduring the years 2017, 2018,2019 approximately (56) thousand international flights in light of the aggression and blockade. He appreciated the efforts of the President of the Supreme Political Council and the Prime Minister to provide the facilitations to CAMA to enhance its work and provide its international navigational services in the field of civil aviation.

In the meantime, the Deputy Chairman of CAMA- Mr. RaedTalibJabal stressed that Yemen is one of the first Arab countries to sign the Chicago Agreement on April 17^th, 1964. He also pointed out that, under the signature, CAMA has committed itself to the international community and ICAO to apply the standards, rules and recommendations issued by the ICAO organization. He addressed CAMA’sparticularismrather than the other governmental authorities since it is subjected to international Laws, standards and requirements prevailingthe local Laws, restrictions and political policies with regards to the operational, legislative requirements and penalties resulting from default in the level of providing the services entrusted to it or violating the international rules and laws related to the safety and security of air navigation.

Mr. Jabal also stressed that despite the direct targeting by the aggression of its infrastructure since the first day, it has achieved many achievements, most notably the international obligations on Yemen towards the aviation community and ICAO in protecting the airspace of the Republic of Yemen and maintaining the air traffic safety and making it safe, effective and reliable for all the airlines using the Yemeni airspace.He said: "Our celebration today is an affirmation of the leadership of the Ministry of Transport and CAMA's insistence on continuing the efforts in performing tasks and providing the services of CAMA and developing it at all levels." Indicating that any weakness or inability to keep pace with the updates and plans of the International Civil Aviation Organization (ICAO), it is the responsibility of the countries of aggression that seek to paralyzing CAMA's work and removing it from service. He also valued the leadership role and interest of the Ministry of Transport in providing the facilitations for the success of CAMA’s work and maintaining its international entity that is provided through its FIR to all international civil aviation.

Duringthe ceremony which was also attended by the Assistant Deputies of Chairman and Directors General of CAMA, an introductory presentation on ICAO and the role of civil aviation in the world, as well as a presentation on CAMA and its achievements were presented.

At the end of the ceremony, the Minister of Transport and the Deputy Chairman of CAMA honored the PM with the shield of CAMA for his continuous support and cooperation with CAMA.
